Henrik Juel: White captured axb, cxb, h2xg3, and two more pawn captures to explain white Pd4 above black Pd3; Black captured bxc and e3xf2, and promoted on a1 and h1.
To release the southern cage, Black must unpromote a rook on h1, allowing the uncapture on g3 of a black knight, which screens on b1 to enable the unpromotion of the other black rook on a1.
Both Ta8 and Th8 are thus promoted pawns, and the two plays involving castling are just tries:
1... Dxd3 2.0-0? Lh7 and 1... Dxc3 2.0-0-0? Dxc7.
Solution: 1... Lf6 2.Tf8 Lc6#.
Popeye reports only those three plays, so if my retro argument is correct, the problem may be marked C+ (2012-8-15)

Autor: "Eine solche Stellung (ist sie neu?) könnte eine elegante, aber nutzlose Diskussion entstehen lassen: nämlich ob Schwarz, der gemäß der Regel 2 [die Rochadekonvention] das Recht zu rochieren hat, auf dieses Recht verzichten darf, um dem Matt zu entgehen? Aber dann würde Weiß verlieren? Die Frage ist aber im Gegenteil sehr einfach, wenn wir daran denken, dass die gegebene Stellung zwei Komponenten hat, je nachdem, ob der letzte Zug von Schwarz d7-d5 war oder nicht."

The motto means: The multiple positions.
Maybe the intention was:
If last move was d7-d5, White mates in 2 by 1.cxd6ep any 2.d7#

Wenn Weiß rochieren darf, dann ist der wTa6 eine UWF und Schwarz darf nicht mehr rochieren, da die Umwandlung nicht erfolgen konnte, ohne dass der sK gezogen hat. Wenn Schwarz noch rochieren darf, ist der sTa6 eine Originalfigur und Weiß darf nicht mehr rochieren, da der wK bereits gezogen haben muß. In diesem Fall muß aber der letzte Zug von Schwarz b7-b5 gewesen sein, so dass der ep-Schlag möglich ist.

Mario Richter: The main point of the problem is the fact that to explain White's two pawn captures, black pawn h7 had to promote on g1 (Ph7-h3xg2-g1), therefore wPb2-b3 and wPg2-g3 cannot be soon retracted, and the retraction of bPh7/6xYg6/5 is illegal. I computer-checked the problem with this constraints, and my program rawbats only found the solution given by Gerald. (2017-1-20)
Yoav Ben-Zvi: What Mario calls "the main point of the problem" I consider as a mechanism not the primary thematic content. This can be seen in the solution retraction that contains a "Retro-Bristol" retraction by BBd4 crossing g7 for the BQ followed by a Retro-Critical retraction by BQc3 crossing f6 for BRb6 (a Retro-Indian). Looking at the same move sequence going forward the move BQg7-a1 is a Bristol clearance of d4 for BBh8. The BQ does not remain on a1, retreating back to c3, so that the clearance move does not contain the impurity of an arrival effect. A similar BQ,BB maneuver is shown in Baibikov's P1342072. Gerd Wilts: F.P.I. means "Fausse Position Initiale", the French for "Fake Initial Position". Luigi Ceriani used this term for a position which is exactly like the initial game array, but with Black to play. This can be achieved only with fairy conditions like vertical cylinder. We can prove that castling is illegal, but that is no problem with the stipulation, for there are many solutions after 1.Tg8 gxh7 2. f6,f5,g6,g5,Txc3,Le2,Lxf3, hxg8=D/T#, or starting with one of the black moves and 2.Tg8 hxg8D/T#. I don’t think this is the idea.
e2xd3 only when Lf1 is retract, and b7xLc6, only when bD, bL and c7 are retracted. Th1 goes out over h-line, but h2-h4 cost a tempo, so h2xSg3. Therefore dxDc7 and c8=D, but we have no shield for that check. (2012-7-30)

Henrik Juel: The following argument shows that the castlings are mutually exclusive; it relies on the convention that a castling is permissible, unless it can be shown that it is not, i.e., castling is permissible, if there exists a proof game, where neither the K nor the T has moved (assuming of course that the K is not in check now or after the castling and does not pass a guarded square).
The stipulation implies that Black has the move, so White moved last.
If last move was a2-a3, Black may not castle, because he just moved Ke8 or Th8; but White may castle, because this move could be e.g. Kd8xSe8.
Otherwise last move was by Ke1 or Ta1, so White may not castle; but Black may castle, because last move could be e.g. Kd1xSe1 (2012-6-29)

In "Die Schwalbe" the problem was presented together with 8 other problems in an article by Solotarev and Plaksin to celebrate Ceriani's 100th birthday; all problems showing Ceriani-Frolkin pieces (P0002338 - DD, P0002339 - TT, P0002341 - SS, P0002344 - DDDD, P0002342 - DDTT, P0002343 - DDLL, P0001956 - DDSS, P0002345 - SSSS).
At that time (1994) the following combinations were left as a construction challenge: TTTT, TTLL, TTSS, LLLL, LLSS. (2012-7-17)

Using full notation doubles the risk of typos and was abandoned long ago everywhere in chess except in retros. I prefer abbreviated notation in retros also; it is easier to write and to read, and it fills less (2012-5-28)
