The consequent criterion applies to eliminate alternative orders of the Black moves beginning 1. c2? which is illegal. Independent of this, I would also push Rg1 to h1, where it can be downgraded to a B, and bPh2 can be removed. WQ can't have come from g1 anyway, so might as well leave the square empty. 2. Dg4? is just as illegal as 2. Dh4?

The pawn position can be explained without promotions:
White captured axb and exd; Black captured a7xSb6xSc5xPd3 (2013-2-13)
Mario Richter: Typo in Henrik's comment, it should read "Black captured a7xSb6xSc5xPd4". The main point of the problem seems to be that exactly this capture Pc5xPd4 can only be retracted after bK has escaped to d6/d5. The main plan therefore is:
1. free the wK (via h6)
2. bring wRR to a3+b2
3. bring bK to h1, wK to f1
4. let wRR out via e-file
5. bring bK to d6
6. retract Pc5xPd4 (2013-2-13)
