Noam likes to end proof games with checkmate, and in this case I guess it serves to eliminate shorter solutions which would otherwise save half a move. Checking 16.5 is sufficient for soundness. If Black plays g5 instead of gxf5, then White replies fxg5 instead of promoting to D. A white pawn added at g5 would eliminate this pesky variation, but the white pawns are all used up!
