Wh captured 10 by pawns (including hxPg-g8) but not on the last move. wPa3 came from a2: wPa5 captured bPa.
Bl took only b3xa2.
In set play, Bl has no last move except for K or R.
For the main play, the intention is that if Bl retains castling rights, last moves were R: 1. b2-b4 b3xa2 e.g. 2. Bg1-d4 b4-b3 3. d4xc5 etc. However there are retro cooks e.g. R: 1. Bg1-d4 b3xa2 2. d4xc5 etc, with wPa5 the original wPb. wPb4 & wPb5 come from further East.
Cook: Retro logic for main play is unsound.

vf: a1<>h1, Paul Rasch Nielsen, 1997, Skakbladet
Henrik Juel: Poul Rasch Nielsen died in 1965, so the 1997 publication must be a version from 1951.
His mother may have called him Anker, but he never used that first name himself; in fact, his author name was P. Rasch Nielsen. Very nice problem, by the way
A.Buchanan: (1) left-right reprint deleted, simply listed in Reprints here
(2) Henrik's comment copied across
(3) "Anker" removed from author record
(4) Separately, duplicate author record discovered & deleted
(5) 33 problems credited to the duplicate re-assigned to the original
Yes it's a very nice tanagra, with festina lente, accurate timing (to cover d6) and precise promotions to D & T. (2024-02-03)
Henrik Juel: Thanks for your clean-up operations, Andrew, here and elsewhere in the PDB
It is a Herculean task, but every bit helps (2024-02-03)

Last move was not c4xd3 or e4xd3 (on a light square), because the missing white man is the dark-squared [Lc1], so it was d7-d5, legitimizing the ep key (2021-10-03)
A.Buchanan: Sound + lighter + W2 becomes sole viable tempo move (with 10 other White pieces able to move). (2021-10-04)

Henrik Juel: Nice tempo maneuver
The Belfort theme requires at least two odd men, but here we only have Sg1 (2022-02-07)
A.Buchanan: Thanks Henrik - this is surely the best forum in the world to discuss whether "Eine Schwalbe macht noch keinen Sommer!" The metaphor of a Belfort piece as a North-South migrated bird is lovely too. The originating tourney at Belfort, which gave its name to the theme, understandably excluded the case of a single swallow. But do we want to persist with this or generalize? I am charmed by the little birds into changing my mind on this. Eine Schwalbe macht noch keinen Sommer! Stimmt!

White pawns have captured 9 times right-to-left, accounting for all but one missing Black unit. So by parity, there were no other pawn captures by White. So wBb never left that file, and Black cannot have just played Bb3xa2 behind it. sBa was waylaid on a-file by an officer.
So if Black moved last, it must have been Ke8 or Th8, and Black has lost castling rights.
On the other hand, if White moved last, then Black needs a tempo move. The only possible one is ep capture. (1. Tg8+? is check.) But the ep capture is only legal if Black retains castling rights, so Black's second move must indeed be 0-0 for A Posteriori justification.
In this case, last moves were R: 1. b2-b4 b3xDa2 & e.g. 2. Le3-d4,~ b4-b3 3. d4xSc5,~ Sa6-c5,~ with many ways for White to release Black.
