There is a way to make it sound under the
sophisticated HYBRID stipulation 'AP, pRA':
2 partial solutions legalized JOINTLY by

VL: Sorry, Andrew, I see no issues with my version (excepting the mentioned special retro-convention/genre for justifying its soundness, of course!). h#2 (pRA&AP). The full solution consists of 2 partial AP-based ones: I 1.gxf3 e.p.(!?) 0-0-0! 2.Te7 Th4#; II 1.cxd3 e.p.(!?) 0-0! 2.Da4 Txa4#.
C+(popeye): h#2 & two h#1.5 after the keys (added Tb2 & Lh7 are cookstoppers).
The main features of the corresponding suitable AP-genre ("consolidated")are rather clear. However, not all subtle aspects have been analyzed thoroughly yet. I have got only a draft manuscript with few examples, still. (2022-02-15)

Henrik Juel: I looked in Stella Polaris 1971 p.202-203, where the problem is given without AP under the diagram
It turns out that both the author and the editor (Jan Knöppel) consider the problem correct
After explaining the AP convention the latter writes [my translation]:
The author has elegantly applied the AP conventionn in combination with partial analysis. If we assume that last move was not f2-f4 or T-h1, the possibilities d2-d4, K-e1, and T-a1 remain, but the two latter disappear by 1... 0-0. The other assumption (last move was not d2-d4 or T-a1) is analogous.
So something like Valery's HYBRID stipulation was the intention, and the problem was considered correct in 1971; later developments do not change this fact (2022-05-29)

Étienne Dupuis: The long castling "cook" was found shortly after this problem was published and it spanned a lively debate on the Retro Mailing List (see September 2002 mailing list archives) on whether the problem was cooked or not (i.e. should the extended castling be considered part of the basic rules of vertical cylinder chess). As of myself, I had never thought that 0-0-0-0 would be a legal move.

At the time I suggested moving the black rook from d8 to h8 in the diagram, preventing the solution with the extended castling, to make everyone happy, but this suggestion apparently got lost. (2021-01-30)
A.Buchanan: I am not a fairy expert, but I know that a knight rose is allowed to execute a full circle and return to its starting square, if there are no pieces occupying any of the intermediate 7 squares. Indeed, on a big enough board, there are 8 circuits which a knight could choose between. See https://chess.stackexchange.com/questions/26911/16-roses-16x16-board-maximum-double-attacked-squares-while-all-256-squares-are (BTW: these 8 circuits can be blocked by just 4 pieces: e.g placed at positions one left-knight move from the centre.)

Amongst the countless circe variants there must be situations where the effect of a capture is null, both pieces returning to the same squares. No-one would disallow such an effect.

But rather than have case-by-case law on this, I would prefer a general fairy principle. To me, it's cool if a circular move saves a tempo, and it's a nice novel feature to emerge from fairy board/piece/condition. And it comes from the simple principle that pieces move without regard to whether the start square happens to coincide with the end square.

It's fortunate that Etienne found an ingenious way to salvage the problem. He says that this will make everyone happy: haha I'm not happy if it allows us to "kick the can down the road", and avoid deciding what the default position should be: are circular moves ok? To me, any composer's right to "freedom of expression" is dominated by the solver's right to clarity of stipulation, to not have his or her time wasted. (2021-01-31)

A.Buchanan: In this problem we know that vast numbers of non-zeroing moves have passed. It’s a retro, so the 50 move convention would have terminated the game. The convention is bogus, but we can fix it a bit. Since under all histories the game would have terminated prior to the diagram position, the only answer is that the draw was never claimed. This might also “prove” that the move sequence was as short as possible, to reduce the number of missed claims.
It’s not clear from what James said whether he would agree with this, as he stated an opinion on the contrapositive case. And how could one "prove that the 50 move triggered" (i.e. that the game ended in a draw), without stating it as a fact in the stipulation? Even putting draw as the goal is arguably not enough. Mario Richter: Would be interesting to know what Thierry really intended. Perhaps his idea was to fool the solver? (Letting him find a resolution similiar to mine, and therefore stating: "Yea,#1 is possible by 1. ... Sxc2#!", only to learn that the official solution says: "No, no #1 because of 50-moves-rule!")

Thomas Volet: I do not know what Thierry intended in this composition. However, it is the case that there are retro composers who are interested in long sequences of non-P non-capture moves without any interest in draw rules that might apply. Ceriani is an example. It is my belief that composers should be allowed to work with such sequences and perhaps even to share results with other composers and solvers, without constraints associated with draw rules. However rather than a confusing situation where contradictory interpretations of vague and poorly-worded conventions are randomly applied or ignored, I would like to express the underlying logic mathematically so we can all have our cake and eat it. Nach genauerem Überdenken änderte der Preisrichter sein Urteil in StrateGems 17 (2002), S.15. Im FIDE-Album 1995-97, A29, steht fälschlich "1.-2.Preis" statt "1.Preis".

I started my Christmas testing project a couple of weeks ago
After testing lots of proof games in n, and making sure that n-.5 or n-1 moves had no solution, I noticed that in that sample n-1 moves never produced a solution, so, being a lazy slob, I now only check n-.5
Even your suggestion is not sufficient, as there exist constructed proof games with unique solutions in n and n plus several moves, but with 'regular' problems I believe that checking n-.5 almost always suffices
So far I have found a handful of cooks and just one example of a shorter solution than stipulated (2018-12-27)
A.Buchanan: If there is a solution in n moves, there are many solutions in n+2.0 moves: that is definite.
A reason for mindlessly testing as n-1.5,n-1.0,n-0.5 before testing for n is that one can catch many (but not all) cooks more easily.
From the solution in n, one can then see whether there might be the chance of an interesting solution in n+k, where k is not a multiple of 2.0. (2018-12-28)
