S~ e7xLf6, and I think from there I can retract all the way to game array, without losing castling rights for either side? sTh8 captured at home. Other Wh pawn captures dxc,exf,gxhxg. The forward play although it has a unique key move, is incredibly messy and dualistic. The fact that this problem has been so widely circulated makes me wonder if the diagram is correct. But Winchloe has the same diagram, although assigned to a magazine called Cas. (2019-11-24)

Castling is impossible because, if black can still castle, the diagram position is draw due to the 50-move rule!
White captures: axb, bxc, exf. Black captures: hxg, gxf, exd, dxc. Promotions: a1=T, b1=T, h8=X. The position can only be unblocked by unpromoting White piece on h8. This can only be wRb5. wK must go to c6 to unpin wR. The journey is via g3, h2, e1, b2, & a3.The 50 white moves are: 34 by wK (screens on c8 [with careful step on a2 to let bB pass] then g8), 11 by wB6 (to e3 to exchange place with bB then screen on a7), 3 by wR (promotion on h8), 2 by wBa4.

The intention was that the position at 13.0 repeats at 15.0 & 17.0. Popeye finds 87 possible sequences of moves up to 13.0. Under the assumption [1] that an e.p. which can't be played due to check or pin still affects the definition of position, we could eliminate those 52 which end with e7-e5+, leaving us with 35.
The moves which follow can only be 14. Ka3-b3 Sg6-e7! (not 14. ... Kd8-e7? which disrupts Black castling rights) 15. Kb3-a3 Se7-g6+. And repeat the switchbacks. But all 35 candidate solutions have 13. ... Se7-g6+. Thus normally the game would have ended at at 17. Kb3-a3 (or possibly earlier). However, there is one exceptional solution with 13. f2-f4, which (again using the ep rule) would have prevented the game from ending prematurely. This part of the logic is not in question.
[1] But is this assumption justified? At the time of composition, the definition for position in the FIDE Laws was unclear on this point, and the composers had to take a view. Since then, the definition has been improved, and the problem has been retrospectively cooked.
The Codex does not opine on what happens to the soundness of a problem if the rules (or indeed the conventions) change, and materially impact a problem. The composers choose to take it that the problem remains historically sound. But if a historically unsound problem were *rendered* sound by changes to rules or conventions, we would want to consider it sound today. No reason why composers shouldn't have their cake and eat it here: clearly the relevant concept would be one of "peak soundness" - to take the problem to be as sound as its maximal soundness as rules and conventions swing wildly like open doors in a hurricane.
2018 Laws 9.2.2 Positions are considered the same if and only if the same player has the move, pieces of the same kind and colour occupy the same squares and the possible moves of all the pieces of both players are the same. Thus positions are not the same if:
9.2.2.1 at the start of the sequence a pawn could have been captured en passant
9.2.2.2 a king had castling rights with a rook that has not been moved, but forfeited these after moving. The castling rights are lost only after the king or rook is moved.
2016 Codex Article 18: "A position is considered as a draw if it can be proven that an identical position has occurred three times in the proof game combined with the solution. The draw ends the game immediately."

This, however, is possible if one of the missing bPs is unpromoted on d1 and the other uncaptured on d3. Therefore there is no cook. Note that if White starts with -1.wPe2xd3? then Black can specify a bQ rather than bP as the captured piece and later unpromote on a1. Possible retroplay: -1.wPe2xQd3? Ph7-h6 (prevents entry for wQ) -2.Pa3-a4 (not Pa2-a4 which prevents the required unpromotion on a1) Qd5xQd3 (blocks access of uncaptured wQ to d6) -3,Q??-d3 but there is no way to retract the wQ to a mating position.
I think greater accuracy and variety can be achieved by:

Henrik Juel: Here is a detailed analysis, this time correct (I hope). First some general remarks
The classical defensive retractors (with forward stipulation #1) are usually described this way: The two camps alternately retract (legally of course, with White beginning) until White can mate with a forward move, after a white retraction (Black is allowed to mate also, after a black retraction; this happens in tries only)
In type Proca the retractor determines the entire retraction, in type Høeg the opponent determines the uncaptured man (if any); so Proca is natural and easy, while Høeg is weird in that the retractor does not retract in the usual sense, but just moves one of his men back, after which the opponent decides which man to add on the abandoned square, if any; only then is the entire retraction completed
Example position: wKe1, wPa6, sKe8
In Proca some of the possible white retractions are Ke2-e1, Ke2xDe1, Ke2xTe1 (not Ke2xPe1), a5-a6, b5xDa6, b5xPa6, b5xPa5ep (requiring Black to retract a7-a5 next)
In Høeg the seven legal white back-moves are Ke1 to d1,d2,e2,f2,f1 (each followed by black addition of sDTLSe1, or no addition), Pa6 to a5 (followed by no addition), and Pa6 to b5 (followed by addition of sDTLSPa6, or sPa5 (ep!))
Niels Høeg called his 1923 invention Retromate (Zeno Proca was a few months later in 1924) and used notation like 1.Kd1-e1 [D] (the move back followed by the addition in brackets); he concluded the solution with the word Retromate, and omitted the actual mating move. He considered the problem to be derived from his Retromate game, which starts with an empty board; White adds his king, Black adds his king, then standard Høeg 'retractions' until a camp can mate
Now PDB calls it Defensive retractor, Type Hoeg (or Proca), and specifies the forward stipulation (which need not be #1). The notation is identical for both types, namely the entire retraction; this works fine for Proca, but needs additional comments for Høeg (2019-11-28)
Henrik Juel: Now the comments to Fox's fine problem
After -1.a2-a4 White threatens to move wPd3 back to e2
Following the threat we see that White captured [sLc8,sLf8] with officers and the three remaining missing black men by d2xe3, e2xd3, and h2xg3
Black captured [wTh1] on g1,h1 with a knight and (as White did not capture pawns on files a-c) the remaining four missing white men by the pawn captures axbxcxd and cxd, promoting once or twice on d1
Based on this analysis it would seem that Black may add an officer on d3, which is bad news for White, e.g., -2.e2xTd3?? Td1-d3, 1... Txf1# and the wrong side is mated
But fortunately it is illegal for Black to add an officer on d3, because then Black cannot prevent white retro-stalemate, as e.g. -2... Th4xDh3 is illegal because all black captures were pawn captures (except for Sx[wTh1] early in the game), and -2... Sg4-h2 does not permit -3.h2xg3?? entombing wKg1
So Black is forced to add a pawn on d3 and then to move it back to c4, so the added white man can move back
Now White sees two mates by adding a queen, -2.e2xPd3 c4xD!d3 and -3.Dh7-d3, 1.Dxh8 or -3.Dd6-d3, 1.Dxb8#
All this is part of the threat, so after -1.a2-a4 Black can move back so as to tempt White to add prematurely; but White just chooses to add nothing and moves wPd3 back e2 etc. (If Black is really dumb and moves Db8 back to c8 or Th8 back to g8, White adds a queen and mates faster after -2.d2-d3 or -2.e2-e3)
After -1.a2-a4 Black can prevent one of the two white mates, but not both (2019-11-28)

Mario Richter: I do not agree with Andrew that P1201955 is totally anticipated. In Andrew's problem a homebase position is explicitely required, in Fabel's IC not.
This has the consequence that Fabel's problem is cooked, eg. by replacing black pawn f7 in the author's solution by black pawn f6! (2019-11-26)
